to start do i first request my starter then when it;s accepted then can i post my whole thing about receiving it. or do i do the full post as i request it ? and are there possible shinnies just curious bout that to.

Silver, you can do both at the same time. I posted a starter selection thread in Oak's Lab to be an example. How it works is you can tell us which starter you want, what gender you want, and give it a nickname. so if you want a female Piplup named Lucy, actually put that up on top of your post. Ex: "I'd like a female Piplup named Lucy".
As for shinies, the encounter rate is still 1 in 8192. We calculate this before replying to a post where you meet a pokemon. As for your starter, it's the same odds, but depending on how creative and descriptive you are, you might get a sweet egg move...

so i figure battling i post what i am gonna do and how then one of the mods will post for the wild or trainer pokemon their move and what they do??

Yes, you post everything up to when the attack connects with the foe, and then the mods take over. Or, you can post in the style of giving you pokemon commands, and let the mods play the battle out. However, this way of battling can cause later commands to fail, so I personally recomend giving an attack command one at a time.
The mods control the wild pokemon and trainers. We use a move calculator to determin damage, which is augmented by how creative you are with the attack execution.
